The future Enclave at Livingston site covers about 43.6 acres. The land was purchased from Academy at the Lakes, a nearby private school.

The property sits north of State Road 54 and will be accessed through the planned Livingston Avenue extension that connects to 20 Mile Level Road. This puts the community in a well-traveled part of central Pasco County, with nearby access to Collier Parkway, local schools, shopping, and commuting routes.

Planning & Approval Process

The development required a rezoning from agricultural-residential to a master-planned unit development (MPUD). The initial request in May faced opposition from neighboring communities, including Terra Bella, Huntington Ridge, and residents along 20 Mile Level Road, who voiced concerns about traffic and access.

In September, after revisions were made, the Planning Commission approved the rezoning request with specific conditions. The project will still need a final vote by the Pasco County Board of Commissioners.

Key Updates & Traffic Improvements

Several modifications were presented by the developer’s attorney to address earlier concerns:

  • Road Access: The project will realign Livingston Avenue on the north side of SR-54 to connect it to 20 Mile Level Road. While 20 Mile Level Road itself will not be paved as part of this phase, it will be used temporarily for utility and construction equipment.

  • Traffic Studies: Updated traffic counts and phasing analyses were submitted. The intersection at SR-54 and Livingston is currently at a constrained level of service; the project is projected to increase delays by only about 3.6 seconds.

  • Intersection Work: Planned improvements at the SR-54/Livingston intersection include adjusting lanes to add a dedicated left-turn lane, a shared through/right lane, and a dedicated right-turn lane. These changes are expected to improve overall traffic flow.

  • Cost of Improvements: The developer has committed approximately $288,317 toward these traffic-related enhancements.

  • Future Connectivity: The Livingston Avenue extension north of the project is included in the Pasco County 2050 Plan as part of broader intersection improvements.

Community Design & Buffers

To address concerns from neighbors in adjacent communities, plans include the installation of fencing and landscape buffers where the Enclave at Livingston borders Terra Bella and Huntington Ridge. These measures aim to maintain privacy and reduce the impact of the new development.

What’s Next

The project now awaits consideration by the Pasco County Board of Commissioners. If approved, Stanley Martin Homes will be able to move forward with engineering plans, infrastructure work, and eventually home construction.
